I think it’s arguable that Biden doesn’t have the willpower to get it passed in Congress.

He’s claimed on TV multiple times, with a weird fervor: “I am the Democratic Party!”

If he really cares to implement a radical plan of change, he could & would. It seems like he’s content to sit behind the self-inflicted problem of a Democratic-majority Congress somehow incapable of passing Democratic reform, & simply point fingers at Manchin and Senema from afar.
